In the event of a failure to elect or in the event of the election of any councillor being set aside and there being no other candidate who can be deemed to be elected in his place, the Corporation shall, in such manner as it may determine, appoint a person who would have been eligible to be elected as a councillor the vacancy under sub-paragraph (a) of paragraph 11 to be councillor, and such person shall be deemed for all purposes to have been elected to be a councillor.
