Notwithstanding anything contained in the Code of Criminal Procedure, 1973 (2 of 1974), offence punishable under,- ( a ) sections 39 and 41, for contravening provisions of section 4, and (b) section 42, for contravening provisions of section 23, and ( c ) section 45, for molestation, shall be cognizable.
