(1) Supply of water from any canal shall be regulated according to rules made in that behalf. Such rules may provide for calling for application for supply of water before the prescribed dates and for sanc- tioning supply, regard being had to the availability of water, the total area of the land for which water is to be supplied, the regularity in pay- Liability when water runs to waste.
