Notwithstanding anything contained in section 34, the Appropri- ate Authority may direct a Canal Officer to prepare a scheme providing for the construction of field-channels for the supply of irrigation water to the best of advantage of any area specified in the direction, if in the opinion of the Appropriate Authority such scheme is necessary in the interest of the public ; and thereupon, the provisions of sections 34 to 40 (both inclusive) shall apply as they apply in relation to a scheme prepared under section 34.
