Nothing contained in this Act shall affect- ( 1 ) any obligation or liability already incurred under an incident of an inferior village watan before the appointed date, or ( 2 ) any proceeding or remedy in respect of such obligation or liability, and any such proceeding may be continued or any such remedy may be enforced as if this Act had not been passed.
