Subject to the other provisions ofthis Act or the rules made thereunder or the other Plot-holder terms and conditions of allotment of plot under this Act, every allotment of a plot to a plot-holder shall be on the basis that the plot-holder shall be a co-partner in the land owner of plot allotted comprised in the plot with the Corporation until such time the plot-holder discharges his to him. liabilities under Chapter VII and the plot-holder shall become the owner of such plot afler he discharges such liabilties.
