( 1 ) No registration fee and stamp duty shall be charged from the Highway Authority for registration of the Certificate as provided in sub-section ( 3 ) of Section 19N. ( 2 ) No non-agricultural assessment shall, be levied on the allotted developed non-agricultural plot or land under sub-section ( 1 ) of section 19M by the Highway Authority from the first allottee.
