( 1 ) Any casual vacancy occurred due to death, resignation, disqualification or removal of a non-official member shall be filled as early as possible. ( 2 ) A member appointed under sub-section ( 1 ) shall hold office so long as the member in whose place he has been appointed would have held office if the vacancy had not occurred.
