Delegation of powers by the 1 [State] Government.- 2 [Any of the powers and duties conferred or imposed upon the 3 [ 4 [State] Government] by this Act may be exercised or performed, subject to such conditions as the 5 [ 6 [State] Government] may prescribe, by any person whom the 7 [ 8 [State] Government] may by general or special order empower in this behalf.
