The State Government may, by notification in the Official Gazette , direct that the powers exercisable by it, except the powers to make the Scheme and the rules, 1 [* * *] shall, in such circumstances and under such conditions, if any, as may be specified in the notification, be exercisable also by such officer or officers subordinate to it as may be specified in the notification.
