Disputes to be referred to Inspector.

( 1 ) Where any dispute arises between a consumer and the company as to the quantity of gas consumed, amount of any charges levied by the company for the supply of gas, testing of calorific value, pressure or purity or testing of meter, the matter may by application be referred by either party to the Inspector and decided by him after holding such inquiry as he deems necessary. ( 2 ) Such application shall be in writing and shall be in such form and accompanied by such fees as may be prescribed.
