Nothing in this Act shall be deemed to affect,– ( a ) any obligation or liability already incurred before the appointed date ; or (b) any proceeding or remedy in respect of such obligation or liability ; and any such proceeding or remedy may be instituted, continued or enforced as if this Act had not been passed.
