Section 9

Appeal.

Any person aggrieved by an order- ( a ) of the Market Committee refusing to grant or renew a licence, or cancelling a licence, or suspending any licence may, within thirty days from the date on which the order is communicated to him, appeal to the Director; (b) of the Director refusing to grant or cancelling or suspending a licence may, within the like number of days, appeal to the State Government. The Director or, as the case may be, the State Government shall, on such appeal, make such order as is deemed just and proper. Provided that, before dismissing an appeal, the Director or as the case may be, the State Government, shall give such person a reasonable opportunity of being heard, and record in writing the reasons for such dismissal.
