(1) The duties of the Chairman of the Local Library Authorities shall be as follows:- (a) He shall preside over all the meetings of the Local Library Authority. (b) He shall exercise general control over the Local Library Authority. (c) He shall also exercise control over the appointments in the libraries under his jurisdiction [xxxx] (2) The duties of the Secretary of the Local Library Authority shall be as follows:- The Secretary of the Local Library Authority shall be the convenor for the meetings of the said Authority. He shall also be responsible for the appointment of the staff, proper control and supervision of the office of the Local Library Authority including its fund and shall sign cheques if authorized by the Chairman under rule 24 in Chapter III.
