Minutes of the proceedings at each meeting of the Local Library Authority shall be drawn up and entered in a book to be kept for that purpose; and shall be signed by the presiding member or in his absence by some one of the members present there at and the said minute shall, at all reasonable times and without charge, be open at the office of the Local Library Authority to the inspection of any person who pays any cess under this Act in the said area.
