The Chairman shall, on the requisition in writing of not less than one-third of the members then on the Local Library Authority convene a meeting of the said authority provided that the requisition specifies the day when and the purpose for which the meeting is to be held. The requisition shall be delivered at the office of the Local Library Authority during office hours to the Chairman, Secretary or any other official in charge of the office of the Local Library Authority at least ten clear days before the day of the meeting. In case the Chairman fails to comply with the requisition the members who signed the requisition may summon a meeting of the Local Library Authority and hold it if there is the required quorum, electing one among themselves as the Chairman.
