Every sum certified to be due from any person by the auditors under the Act, shall be paid by such persons to the Local Authority within fourteen days from the date of intimation by the Chairman of said Authority to such person of the decision of the auditors unless within that time he has appealed to Government against the decision; and such sum if not so paid or such sum as the Government shall on appeal declare to be due, shall be recoverable by the Local Library Authority,
