The Chairman of the Local Library Authority of the district shall intimate to the District Panchayat Officer or the Deputy Panchayat Officer of the district the occurrence or the existence of a vacancy or vacancies in the Library Authority aforesaid to be filled by election by the presidents of the panchayats in the district. Thereupon the District Panchayat Officer or the Deputy Panchayat Officer; as the case may be, shall make the arrangements necessary for such election.
