Presumption as to permission of Collector.-In case nO reply is received by the appliclntform within a period of90 days of the receipt of intimation, permission shall be presumed to have been granted. If the Collect,?r decides to make any inquiry, he shall inform the licensee to aw"it his orders. In such a case the licensee shall not proceed with colonization without Collector's permission.
