.(1) Any person aggrieved by order passed by the Administrator Appeal against may, within thirty daYs of the date of communication of the order under the orders of section 18 to him, prefer an appeal before the Committee. the Adminis- trator. (2) The Committee shall, after. giving the parties concerned a reason- a.hletoppo.rtunity .of 1.20.pg heard, p.ass such orders aS it deems fit and the Order sp:RasFF.1 „shall he final and conclusive and shall not be called in cluestieri in any court of law.: , • (3) No order made by the Administrator, as is referred to in sub-section section (1) or by the Coinidittei..underiuli-section (2) shall debar, any person aggrieved thereby from establishing his right, if any, in.a Court of competent jhtFictictioii tigno. The Administrator shall forthwith repolt to the Committee. the action taken under this section and the reasons therefor. CHAPTER IV—MANDIR KOSH, BUDGET, ACCOUNTS AND AUDIT . . .21. (1) There shall be constituted a fund to be called Mandir Kestt Mandir Kosh. which shall be vested in and be administered by the Committee and shall consist of— the income derived from the movable and immovable properties of the Mandir,; any offering, gift, donation or contribution; and .(c) all moneys received under this Act. (2) The Kosh may be utilised for carrying out all or any of the functions and duties Of the Committee einimerated in' section '11: Provided that the Kosh shall not be utilised for promotion of any religiouS, educational, caltiiral or charitable activity not cOnnected with the 'Mandir.ave with prior approval 'of the CoMmissioner.
