Appeal. - Any person aggrieved by the decision of the Tribunal under Section 9 may, within thirty days from the date of such decision, prefer an appeal to the High Court; Provided that the High Court may entertain the appeal after the expiry of the said period of thirty days if it is satisfied that the appellant had sufficient cause for not preferring the appeal within the period aforesaid.
