If any difficulty arises in giving effect to the provlslOns of this Act, the Government may, as occasion may require, by order, do anything not inconsistent with this Act or the rules made thereunder, which appears to them necessary for the purpose of removing the difficulty: Provided that no order shall be made under this section after the lapse of two years from the date of commencement of this Act.
