It shall not be lawful for the Vishwavidyalaya to impose any test or •conditior whatsoever relating to religion caste, sex, place of birth or other opinion in order to entitle an.. person— to hold any office in the Vishwavidyalaya; or to be a member of any authority of the Vishwavidyalaya: or (c) to be appointed or admitted as a teacher; or to be admitted to any degree, diploma or other academic distinctions or course of study or to. qualify for any degree, diploma or other academic distinction; or the (a) 1:11afilt1 Tha f49lW 11 ¶4 1998 566 ( 51) , to enjoy or exercise any privileges of the Vishwavidyalaya or benefit thereto; or to donate funds for creation of endowment : Provided that the Vishwavidyalaya may subject to the previous sanction of the State Government, maintain any College or Polytechnic or Institution exclusively for women either for education, instruction or residence or reserve for women or members of Scheduled Castes or Scheduled Tribes, or Other Backward Classes, seats for the purposecs of admission as students in any College or Polytechnic or Institution maintained or controlled•by the Vishwavidyalaya : Provided forther that nothing in this Section shall be deemed to require the Vishwavidyalaya to admit to any course of study students larger in number than, or with academic or other qualifications lower than those prescribed in the Statutes or Ordinances.
