The contravention of the provisions of section 3 or section 4 shall be punishable with imprisonment which may extend to two years or a fine which may extend to two thousand rupees or with both. Power to make rules 10 (1) The State Government may, subject to the condition of previous publication, make rules to carry out the purposes of this Act. e-iz- jkti=] fnukad 13tuojh 1987 (2) In particular and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely;- (a) the form of application and a fee therefor under sub-ection (2) of Section 4; (b) the conditions and restrictions subject to which permission is to be granted under sub-section (4) of Section 4; (c) the form of application and fee therefore, under sub-section (2) of Section 6; and (d) the conditions and restrictions subject to which permission under sub- section (4) of Section 6 is to be granted.
