Select list—(1) The Council shall consider the list prepared by the Committee and unless considers any change necessary, approve the list, (2) If the Council considers it necessary to make any change in the list received from the committee, the Council shall inform the Committee of the changes proposed nnd after taking into account the comment, if.any, of the committee the Council may approve the list finally with such modifications, if any, as may in its opinion be just and proper, (3) The list as finally approved by the Council shall from the select list for promotion of the members of the service.
