Conditions of Eligibility for Promotion.—The Committee shall consider the cases of all persons who on the first day of January of the year have completed not less than such number of years of continuous service as specified in column (4) of Schcdulc-IV in the post mentioned in column (2) of the said Schedule. The promotion to the clerical posts in which accounis training is compulsory will be made only from the persons qualified in accounts. Persons who were promoted without qualifying in accounts against such posts will have to qualify in accounts within a periud of 2 years from the date of commencement of*these regulations.
