(1) Au cla rion under clauses (Ii), (i), (j) and (k) of suit «<»!<> «-£ seel ion (I) of section 4 shall be conducted by the Council and election, an election under clauses (g), (J) and (ui) of sub-section (1) of sccLion 4 shall be conducted by the bodies referred to therein in die prescribed manner. ' . ■ (2) If any of the bodies referred Lo in clauses (g), (I) and (in) of sub-section (|) of section 4 docs not, by such date as may lie prescribed, elect a person to be a member of die Council, the State Government shall, by order in writing, appoint to (he vacancy a person (ptalificd for election dicrcto; and the person so appointed shall be deemed to lie a member of the Council as if lie had been duly elected by the said body. (3) Where any dispute arises regarding any election to the , Council, it shall be referred to the State Government within such period.as may be prescribed and tire decision of the Stale Government thereon shall be final,
