Functions of Vice-President.- (1) It shall be the duty of the Vice-President of the Council- (a) in the absence of the President and unless prevented by reasonable cause, to preside, at the meetings of the Council and he shall when do presiding exercise the same authority as is vested in the President under clause (a) of sub-section (1) of section 51; (b) to exercise such of the powers and perform such of the duties of the President as the President may, from time to time, delegate to him; and (c) during the absence of the President, other than casual vacancy to exercise the powers and perform the duties of the President.
