General provision regarding rules.- (1) All rule for which provision is made in this Act shall be made by the State Government and shall be consistent with this Act. (2) A rule may be general for all Municipalities or for all Municipalities not expressly exempted from its operation, or may be special for the whole or any part of any one or more Municipalities, as the State Government may direct. (3) All rules shall be subject to publication in the gazette. (4) All rules shall be laid on the table of the Assembly. (5) In making any rule the State Government may direct that a breach thereof shall be punishable with fine which may extend to five hundred rupees.
