Deligation of powers.-(1) The State Government may, by notification, delegte to any officer subordinaten to it all or any of the powers conferred upon it by or under this Act except the powers under Sections 5,35,36,40(3), 41, 43, 96(3), 129, 131, 162, 328, 335, 336, 346 and
