Eligibility for voting.- Every person registered as a voter in the municipal electoral roll, for the time being in operation of a ward, and no person who is not so registered, shall be eligible to vote at any election for the councilors or Mayor: Provided that no person shall vote more than once in any election of the councilors or an election of the Mayor, as the case may be.
