Inspection of dairies and domestic cattle.- Any officer of the Council when so authorized by the Council shall have the power to inspect dairies and the milch cattle so as to ensure that proper sanitary arrangements are made- (a) for securing the purity of milk; (b) for the health of good condition of the milch cattle; (c) for cleanliness of milk vessels and used therein; and (d) for protection of milk against infection or contamination.
