Tethering cattle, etc.- Whoever tethers cattle or other animals or causes or suffers them to be tethered by any member of his family or household, in any public street or place so as to obstruct or endanger the public traffic therein, or to cause nuisance, or whoever causes or suffers such animals to stray about without a keeper shall, on conviction, be punishable- (a) for a first offence, with fine which may extend to twenty five rupees; (b) for any subsequent offence, with fine which may extend to fifty rupees.
