Municipal control over drains, etc.,- All sewers, drains, privies, water-closets, house gallies and cesspools within the Municipality which are not under the survey and control of the State Government shall be under the survey and control of the Council. (2) All covered sewers and drains and all cesspools, whether public or private, shall be provided by the Council or other persons to whom they severally belong, with proper traps, or other coverings or means of ventilation and the Council may, by written notice, call upon the owner of any such covered sewers, drains or cesspools to make provision accordingly.
