Summary proceedings may be taken against persons about to leave the City.- (1) If the Chief Executive Officer shall, at any time, have reason to believe that any person from whom any sum, recoverable under the provisions of this chapter, is due or is about to become due, is about to leave the Municipal limits the Chief Municipal Officer may cause a bill for the sum due or about to become due to be presented to him directing the immediate payment thereof. (2) If, on presentation of such bill, the said person does not forthwith pay the said sum or does not furnish security to the satisfaction of the Chief Municipal Officer, the amount shall be levied by distress and sale of his movable property or by attachment and sale of his immovable property in the manner specified in this chapter except that it shall not be necessary to serve upon him any notice of demand and the Chief Executive Officers warrant for distress and sale may be issued and executed without any delay.
