General penalty.-- Whoever contravenes any provision of this Act or rules, byelaw, regulation, licence permission or notice issued thereunder or fails to comply with any requisition lawfully made under any such provision shall, if no penalty is provided in any other provision of this Act for such contravention or by punished with fine which may extend to one thousand rupees and if the contravention or failure is a continuing one with fine which may extend to two hundred rupees for every day on which such contravention or failure continues after the first conviction. Provided that when the notice or requisition fixes a time within which a certain act is to be done and no time is specified in this Act it shall rest with the Magistrate trying an offence under this Section to determine whether the time so fixed was reasonable for purpose of compliance with the notice or requisition.
