Decision of the District Court.- Notwithstanding anything to the contrary in any other law for the time being in force, the District Court, shall exercise all the powers and jurisdiction expressly conferred on or vested in it by the provisions of this Act, and unless it is otherwise expressly provided by this Act, its decision shall be subject to revision by the High Court.
