Public notice how to be made known.-Whenever it is provided by or under this Act that public notice shall or may be given of anything, such public notice shall, in the absence of special provision to the contrary, be in writing under the signature of the Commissioner or of a municipal officer empowered under sub section (4) of section 69 to give the same, and shall be widely made known in the locality to be effected thereby, affixing copy thereof in conspicuous public places within the said locality, or by publishing the same by beat of drum, or by advertisement in the local newspapers, or by two or more of these means and by any other means that the Commissioner shall think fit.
