New streets not to be made and buildings on either side thereof not to be erected except in accordance with the direction of Commissioner.- (1) No person shall make or lay out any new street or erect any building on either side thereof otherwise than in accordance with the direction of the Commissioner under section 327. (2) If any such new street be made or laid out, or if any building on either side of any such street be erected by any person in contravention of this section, the Commissioner may, by a written notice require the said person to make a statement in writing subscribed by him in that behalf and addressed to the Commissioner to show cause on or before such date as may be specified in such notice why such street or building should not be altered to the satisfaction of the Commissioner, or if that is impracticable, why the same should not be demolished or removed; or may require the said person on such day and at such time and place as may be specified in such notice to appear before the Commissioner, as the case may be, either personally or by an agent and to show cause as aforesaid. (3) If such person fails to show sufficient cause as aforesaid, the Commissioner may cause the street or building to be so altered or to be demolished or removed and may recover the expenses thereof from the said person.
