Cleaning and disinfecting of buildings.- (1) Should be the owner, part-owner, or occupier of any building suffer the same to be in a filthy or unwholesome state, the Commissioner may by a notice require him within twenty four hours to cleanse the same or otherwise put it in a proper state and thereafter to keep it in a clean and proper state and if it appears to be necessary for sanitary purposes so to do, may, at any time by a notice, direct the occupier of any building to lime wash or otherwise cleanse the said building inside and outside in the manner and within a period to be specified in the notice. (2) If the Commissioner is of the opinion that the cleansing or disinfecting of a building or any part, thereof, or of any article therein, which is likely to retain infection, will tend to prevent or check the spread of any disease, he may, by a notice require the owner or occupier to cleanse or disinfect the same in the manner and within the period to be specified in the notice.
