Communications and connections, etc., to be executed subject to inspection by and to the satisfaction of the Commissioner.- The rerrules, communication pipes, connections, meter, standpipes and all fittings thereon or connected there with leading from mains or service cables, wires, pipes, drains or channels into any house or land and the wires, pipes, fittings and works inside any such house or within the limits of any such land, shall in all cases, be executed to the satisfaction of the Commissioner.
