Deposit of rubbish, offensive matter, sewage and carcasses.- The Commissioner shall provide or appoint, in proper and convenient situations, public receptacle. depots and places for the temporary deposit or final disposal of rubbish, offensive matter, sewage and the carcasses of dead animals accumulating in the Municipal area. (2) All things deposited in receptacles, depots or places provided or appointed under this section shall be the property of the Corporation.
