How right of use or joint ownership of a drain may be obtained by a person other than the owner.- Any person desiring to drain his premises into a municipal drain through a drain of which he is not an owner may make a private arrangement with the owner for permission to use his drain, or Madhya Pradesh Municipal Corporation Act, 1956 90 | P a g e may apply to the Commissioner for authority to use such drain or to be declared a joint owner thereof.
