Power to require removal of nuisance arising from tanks and the like -- The Commissioner may, by notice, require the owner or occupier of any land or building to cleanse, repair, cover fill up or drain off any private well, tank, reservoir, pool, depression or excavation therein which may appear to the Commissioner to be injurious to health or offensive to the neighborhood: Provided that if for the purpose of effecting and drainage under this section it should be necessary to acquire any land not belonging to the same owner or to pay compensation to any person, the Corporation shall provide such land or pay such compensation.
