Discharging sewage.- (1) Whenever without the permission of the Chief Executive Officer causes or knowingly or negligently allows the contents of any sink, cesspool or any other offensive mater to flow, drain or be put upon any street or public place or into any irrigation channel or any drain not set a part of the purpose, shall be punished with fine which may extend to five hundred rupees.
