Provision of means for disposal of sewage.- For the purpose of receiving, storage, disinfecting , treating purifying, distributing or otherwise disposing of sewage the Commissioner may- (a) construct any work within or without the limits of the Corporation; (b) purchase or take on lease any land, building , engine, material or apparatus, either within or without the limits of the Corporation; and (c) enter into an arrangement with any person, for a period not exceeding three years, for the removal or disposal of sewage within or without the limits of the Corporation.
