Municipal Authorities to remedy defects and report to Government.- (1) The Corporation, the Mayor-in-Council or the Commissioner, as the case may be, shall forthwith remedy and defects or irregularities that may be communicated by the auditor and shall send report to the Government of the action taken by the Municipal authority concerned. Provided that if there is a difference of opinion between the municipal authority and the auditor, or if the municipal authority does not remedy any defect or irregularity within a period considered by the auditor to be reasonable the matter shall be referred to the Government within such time and in such manner as may be prescribed, and the Government may pass such time and in such manner as may be prescribed, and the Government may pass such order thereon as it thinks fit. The orders of the Government shall be final and the Municipal authority shall take action in accordance therewith. (2) If with any period fixed an order made by the Government under sub-section (1) the Municipal Authority concerned fails to comply with such order, the provisions of Section 419 shall, with all necessary modifications, be deemed to apply as if such order has been issued under Section 418. Municipal Accounts Committee.- (1) The Corporation shall, at its first meeting in each financial year or as soon as may be at any meeting in each financial year or as soon as may be at any meeting subsequent thereto, constitute a Municipal Accounts Committee. (2) The Municipal Accounts Committee shall consist of seven members to be elected by the elected Councillors of the Corporation from amongst themselves in accordance with the system of proportional representation by means of the single transferable vote and the voting at such election shall be by secret ballot. The Members of Mayor-n-Council shall not be eligible for such election. (3) The members of the Committee shall elect from amongst themselves one member to be its Chairman. (4) Subject to the provisions of sub-section (1) the members of the Municipal Accounts Committee shall hold office until a new committee is constituted. (5) Municipal Accounts Committee shall consider the report of the auditor, appointed under Section 129, in respect of accounts of the Corporation and submit the same to the Corporation along with its views. (6) Omitted. (7) The manner of transaction of business of the Municipal Accounts Committee shall be such as may be prescribed.
