(1). The Council shall meet atleast twice in each year at such time and place as may be fixed by the President... (2) Unless otherwise provided by regulation, five members of the Council out of whom atleast one shall be a non-official member shall form a quorum and all questions brought before any meeting of the Council shall be decided by majority of the members present and voting and in the case of an equality of votes, the presiding authority shall have a second or casting vote.
