Cognizance of offence – (1) No Court infeior to that of a Magistrate of the First class shall try an offence punishable under this Act. (2) No Court shall take cognizance of an offence punishable under this Act except upon complaint made by the Registrar or any other person, authorised in writing by him, in this behalf.
