Power to make rules.- In addition to any rules for which provision is made in this Chapter, rules may be made under this Act prescribing: (a) the conditions on which grants or loans of money may be made under section 76 ; (b) the manner in which' the Government may en fore the proper construction and maintenance of grant -in-aid Irrigation works; (c) the circumstances in which applications under section 78 or 80 may be granted; (d) the procedure in any Inquiry or proceeding under this Chapter; and 1 [(e) the Circumstances In which and the conditions subject to which applications under section 89-6may be made.
